Compressed gas cylinders are one of the few types of dangerous goods where the container itself is regulated as heavily as its contents. A drum of flammable liquid is a package. A gas cylinder is a pressure vessel with its own specification, its own test cycle, and its own retirement date — and a cylinder that is out of test will be refused no matter how perfect your paperwork is.

The three divisions of Class 2
Class 2 is split by the primary hazard the gas presents:
- Division 2.1 — Flammable gas. Propane (UN1978), acetylene (UN1001), butane (UN1011), hydrogen (UN1049), most refrigerant blends with flammable components.
- Division 2.2 — Non-flammable, non-toxic gas. Nitrogen (UN1066), argon (UN1006), carbon dioxide (UN1013), oxygen (UN1072, which carries a 5.1 oxidizer subsidiary risk), most compressed air.
- Division 2.3 — Toxic gas. Ammonia anhydrous in some contexts, chlorine (UN1017), sulfur dioxide (UN1079), ethylene oxide (UN1040).
Class 2 materials are not assigned packing groups. The performance requirements come from the cylinder specification and the applicable packing instruction, not from a PG I/II/III test level. Division 2.3 gases are the most restricted: many are forbidden on passenger aircraft entirely and some are forbidden on cargo aircraft as well.
Subsidiary risks change everything
Oxygen is the classic example. UN1072 compressed oxygen is a 2.2 gas with a 5.1 subsidiary risk, which means it needs two labels, and it introduces segregation obligations against flammables that a plain 2.2 gas would not have. Always check column 6 of the hazardous materials table — or the equivalent IATA/IMDG list entry — before assuming a gas is “just non-flammable.”
Cylinder specification and test markings
Every DOT-specification cylinder carries a stamped marking set on the shoulder or neck ring. At acceptance, the two things a compliance reviewer looks for are the specification and the most recent requalification date.
A typical marking reads something like DOT-3AA2015 followed by a serial number, a manufacturer’s mark, and a series of date stamps. The specification (3A, 3AA, 3AL, 4BA, 4BW and others) tells you the material and construction standard; the number after it is the service pressure in psi. The date stamps record requalification — commonly a hydrostatic retest — with the month and year plus the retester’s identification number.
Requalification intervals vary by specification and service. Many steel cylinders run on a five-year cycle; some qualify for a ten-year interval under specific conditions; others, including certain aluminium and composite cylinders, have shorter or different requirements. Do not apply a blanket “five years” rule to a mixed fleet — check the specification against 49 CFR 180.209 for the cylinder in front of you.
The visual checks that stop shipments
- Valve protection: caps or collars installed, threads intact
- No visible corrosion pitting, gouging, bulging or fire damage
- Legible markings — a cylinder whose stamps have been painted over or ground down is not acceptable
- Valve closed and leak-free; plugs or caps on outlets where required
- Cylinders secured upright and braced so they cannot shift, fall or roll
Mode-by-mode differences
Highway
Most domestic cylinder movements go by truck. Placarding follows the standard 49 CFR Subpart F logic — flammable gas placards for 2.1, non-flammable gas for 2.2, poison gas for 2.3 (and 2.3 placards apply at any quantity, not just above 1,001 pounds). Cylinders need to be blocked and braced, and mixed loads need to respect the segregation table. Ocean
The IMDG Code adds stowage categories and segregation groups. Flammable gases generally require stowage away from sources of heat and separation from oxidizers. Container packing certificates matter here: the person packing the container signs for correct stowage and securing, and terminals in Miami and Port Everglades do check.
Air
Air is the most restrictive mode by a wide margin. Many gases are forbidden on passenger aircraft, quantity limits per package are small, and cylinders must fit the applicable packing instruction exactly. Expect the carrier to review the cylinder’s requalification date as part of acceptance, not just the declaration. Empty cylinders are not automatically non-regulated
This is the single most common misconception with Class 2. A cylinder that has been emptied of product still contains residue and residual pressure. Under 49 CFR, cylinders containing residue remain regulated unless they have been cleaned and purged, and returning “empties” typically ship under the same UN number with the residue provisions applied. Carriers frequently reject unmarked returning cylinders that shippers assumed were exempt.
Building a compliant cylinder shipping process
If you ship cylinders regularly, the process discipline matters more than any single rule:
- Maintain a cylinder register with specification, serial number and next requalification due date
- Quarantine cylinders that fall out of test before they reach the shipping floor
- Standardise your valve protection and bracing method so it is not decided per shipment
- Keep segregation rules posted where mixed pallets are built
- Retrain hazmat employees on Class 2 specifics — general awareness training does not cover cylinder requalification

How do I know if a gas cylinder is out of test?
Read the stamped markings on the cylinder shoulder. The most recent requalification date stamp, combined with the cylinder’s specification, tells you when the next test is due. If the markings are illegible or painted over, treat the cylinder as unacceptable for shipment until it is requalified and re-marked.
Can I ship an empty gas cylinder without hazmat paperwork?
Usually not. A cylinder that has held a hazardous gas is still regulated if residue or residual pressure remains. It generally ships under the same UN number with the applicable residue provisions. Only a cylinder that has been properly cleaned, purged and certified as such can move as non-regulated.
