Paint, coatings, adhesives, and resin solutions are some of the most common hazmat shipments moving through South Florida distribution centers, and some of the most frequently mis-classified. The flash point on the SDS, not the product name on the label, determines the UN number, packing group, and packaging requirements. UN1263 Paint and Paint Related Material

Most solvent-based paints, varnishes, lacquers, and related products ship under UN1263, Paint (or Paint related material), Class 3 flammable liquid, when the flash point falls at or below the Class 3 threshold in 49 CFR, the IATA DGR, or the IMDG Code. Packing group assignment generally follows flash point and initial boiling point:

  • Packing Group II — flash point below roughly 23°C (73°F), with initial boiling point above 35°C
  • Packing Group III — flash point between roughly 23°C and 60°C (73°F–141°F)

These thresholds are periodically revised, so treat the numbers above as a general guide, not a substitute for the current 49 CFR, IATA DGR, or IMDG Code, read alongside SDS Sections 9 and 14. UN1133 Adhesives

Solvent-based adhesives, contact cements, and many one- and two-part bonding agents ship under UN1133, Adhesives, Class 3, with the same flash point-driven packing group logic as paint. Water-based, latex, and hot-melt adhesives frequently fall outside Class 3 because they lack a flammable solvent carrier — but “water-based” on a label is not itself a classification; check the SDS for flash point and secondary hazards such as corrosivity.

UN1866 Resin Solution

Resin solutions — thinned polyester, epoxy, and similar systems carried in a flammable solvent — typically ship under UN1866, Resin Solution, Class 3, assigned to Packing Group II or III based on flash point. Straight, unthinned resins with no flammable solvent carrier may not be regulated at all, or may fall under a different classification. “Resin” covers everything from an inert two-part epoxy to a flammable styrene-thinned polyester, so the product name alone isn’t a reliable guide.

Water-Based vs. Solvent-Based: Why It Changes Everything

The single biggest classification fork in this category is formulation. A water-based latex paint or acrylic adhesive often has no flash point low enough to trigger Class 3 and may ship non-hazardous, assuming the SDS confirms it. A solvent-based version, using mineral spirits or xylene, is very likely a regulated Class 3 flammable liquid. Distributors carrying both need a process that checks the SDS per SKU rather than assuming the family ships alike.

Limited Quantity and Consumer Commodity Provisions

Small containers of paint, adhesive, or resin solution often qualify for reduced packaging and marking under Limited Quantity provisions in 49 CFR, the IATA DGR, or the IMDG Code, provided the per-package and inner-container limits are met. Some products may also move under ground “Consumer Commodity” provisions. These are genuine relief provisions, not loopholes, but the limits and paperwork differ by mode and are frequently misapplied when ground Limited Quantity freight is later tendered for air. Aerosol Paint: UN1950

Spray paint and other aerosolized coatings ship under UN1950, Aerosols, classified based on the flammability of the contents and propellant, with additional consideration for container pressure. Aerosols have their own packaging, labeling, and quantity-limit framework separate from the liquid-fill classifications above, and the rules differ meaningfully between modes — air transport carries tighter restrictions.
