Can You Ship Hazmat With UPS, FedEx or USPS?

Many shippers assume hazmat can only move by freight. In reality, major parcel carriers do accept some dangerous goods, but with strict conditions. This guide explains the general picture. Carrier rules change frequently, so always confirm against each carrier’s current published hazmat guidelines.

The general rule: restrictions and approvals

Parcel networks are built for speed and automation, which makes them sensitive to leaks, fires and mislabeled packages. As a result:

Whichever carrier you use, the shipper remains legally responsible for classification, packaging, marking, labeling and documents. The carrier’s acceptance does not shift that responsibility.

Why limited quantity is the sweet spot

The most practical parcel hazmat shipments are limited quantity packages: small inner containers inside a sturdy outer box, marked with the limited quantity mark. For air, many carriers use the ID8000 consumer commodity description. Both reduce paperwork but not the need for training. See ID8000 consumer commodity shipping and limited quantity vs. excepted quantity.

Items that rarely belong in the parcel network

Parcel vs. LTL vs. FTL: how to decide

  1. Weight and volume. Heavier or palletized hazmat belongs in LTL or truckload, where hazmat LTL carriers are built for it.
  2. Frequency. If you ship hazmat daily, a freight or 3PL arrangement usually beats setting up and managing multiple carrier hazmat accounts.
  3. Speed. Parcel is fast for small items, but rejected hazmat in a parcel system can lose days. Consider our expedited freight when timing is critical and the cargo is regulated.
  4. Risk. Fines for improper shipments can be significant; see hazmat violations.

Steps for a compliant parcel shipment

  1. Classify the product from the SDS and verify the shipping name and class.
  2. Confirm that the carrier accepts that commodity, quantity and service level.
  3. Use compliant packaging and the correct marks and labels.
  4. Complete required shipping documentation and ensure trained staff sign.
  5. Retain records for the required period.

Frequently asked questions

Does USPS allow hazardous materials?

USPS allows only very limited categories of hazardous materials under strict conditions and prohibits many others. Check the current USPS publication on hazardous, restricted and perishable mail before you mail anything.

Do I need training to ship hazmat by UPS or FedEx?

Yes. Regulations require anyone who prepares dangerous goods for shipment to be trained, regardless of the carrier. Carriers may also require that you hold an approved hazmat shipping agreement.

Can I ship hazmat by air in parcel networks?

Some limited quantity and small shipments can move by air, but air has stricter limits and extra markings. Many items are ground-only.
